Eamon Gilmore and Frances Fitzgerald were due to attend the event to promote the children’s referendum in Ballyfermot.
However, when the car arrived at the event a crowd of protesters from republican group Éirígí surrounded the car. They threw eggs, kicked, screamed and shouted expletives.
There was a small number of gardai at the scene which was unable to stop the crowd.
The car stopped for about five minutes but the Ministers could not leave because the protesters were surrounding the car.
One Éirígí member was arrested at the scene.
Éirígí said today's protest showed "a spirit of resistance that is badly needed across this country".
"For too long the people have been silent, obediently accepting bank bailouts, tax hikes, wages cuts and attacks on public services and social welfare," Dublin City councillor Louise Minihan said in a statement.
